Presidential Proclamation on Health Care Rescission of Presidential Proclamation 10014

President Biden rescinded Presidential Proclamation (PP) 10014, entitled “Proclamation Suspending Entry of Immigrants Who Present Risk to the U.S. Labor Market During the Economic Recovery Following the COVID-19 Outbreak,” on February 24, 2021. Immigrant visa applicants who had been affected by this proclamation should review the instructions here.

Presidential Proclamation 10052

Presidential Proclamation 10052, which temporarily suspended the entry of certain H-1B, H-2B, J (for certain categories within the Exchange Visitor Program), and L nonimmigrants, expired on March 31, 2021.

Visa applicants who have not yet been interviewed or scheduled for an interview will have their applications prioritized and processed in accordance with existing phased resumption of visa services guidance. Visa applicants who were previously refused visas due to the restrictions of Presidential Proclamation 10052 may reapply by submitting a new application including a new fee.

Presidential Proclamations on Novel Coronavirus

Entry of foreign nationals who were physically present within the following list of countries within 14 days prior to their entry or attempted entry into the United States is suspended, per Presidential Proclamations 9984, 9992, 10143, and the Proclamation signed on April 30, 2021:

-India (applicable to nonimmigrants only);

-The United Kingdom of Great Britain and Northern Ireland, excluding overseas territories outside of Europe;

-The Republic of Ireland;

-The 26 countries that comprise the Schengen Area (Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, and Switzerland)

-The Islamic Republic of Iran; and

-The People’s Republic of China, not including the Special Administrative Regions of Hong Kong and Macau.

There are certain exceptions to the suspension of entry, including exceptions for U.S. lawful permanent residents and certain family members of U.S. citizens and lawful permanent residents, among other exceptions listed in the Proclamations. If you reside in, have traveled recently to, or intend to transit or travel to the above list of countries prior to your planned trip to the United States, we recommend you postpone your visa interview appointment until 14 days subsequent to your departure from the subject country(ries). Additionally, if you are experiencing flu-like symptoms, or believe you may have been exposed to the Novel Coronavirus, you are strongly encouraged to postpone your appointment by at least 14 days. Rescission of Presidential Proclamations 9645 and 9983

On January 20, 2021, President Biden signed a Presidential Proclamation titled “Ending Discriminatory Bans on Entry to the United States.” This proclamation ends the travel restrictions under Presidential Proclamations 9645 and 9983 that had suspended entry into the United States of certain nationals, based on visa type, from Burma, Eritrea, Iran, Kyrgyzstan, Libya, Nigeria, North Korea, Somalia, Sudan, Syria, Tanzania, Venezuela, and Yemen. Negative COVID19 Test Required for Travel

Effective January 26, the Centers for Disease Control and Prevention (CDC) will require all air passengers entering the United States to present a negative COVID-19 test (a viral detection test for SARS-CoV- 2 approved or authorized by the relevant national authority), taken within 72 hours of departure. Airlines must confirm the negative test result for all passengers before boarding. Airlines must deny boarding of passengers if they do not provide documentation of a negative test or recovery. This requirement is separate from the visa application process. All Presidential Proclamations restricting travel due to COVID-19 remain in place, and continue to apply to subject potential travelers regardless of their test results or vaccination status. Travelers holding a National Interest Exception also remain subject to all applicable pre-departure testing requirements.

Notification on the current status of visa services in Moldova

Currently, we have limited nonimmigrant visa appointments available on a first-come, first-served basis for both local and non-residents for petition-based, F/M/J and other visa categories, except B1/B2. Please note that if you are traveling to Moldova from another country for your appointment, we require that you have been present in Moldova for 14 days before you may enter the U.S. Embassy for your visa interview.

Visa Fee Validity Extension

The U.S. Mission to Moldova understands that many visa applicants have paid the visa application processing fee and are still waiting to schedule a visa appointment. We are working diligently to restore all routine visa operations as quickly and safely as possible. In the meantime, rest assured that the U.S. Mission will extend the validity of your payment (known as the MRV fee) until September 30, 2022, to allow all applicants who were unable to schedule a visa appointment as a result of the suspension of routine consular operations an opportunity to schedule and/or attend a visa appointment with the already paid fee. Please continue to monitor this site for information on when we will return to routine visa operations.

Presidential Proclamations suspending the entry of certain immigrants and nonimmigrants who present a risk to the U.S. labor market

On December 31, 2020, the President signed a Presidential Proclamation on Suspension of Entry of Immigrants and Nonimmigrants Who Continue to Present a Risk to the United States Labor Market. This proclamation extends Presidential Proclamations (P.P.) 10014 and 10052 through March 31, 2021. P.P. 10014 suspends the entry to the United States of certain immigrant visa applicants, while P.P. 10052 suspends the entry to the United States of certain nonimmigrant visa applicants who present a risk to the U.S. labor market during the economic recovery following the novel coronavirus outbreak. Specifically, the suspension of P.P. 10052 applies to applicants for H-1B, H-2B, and L-1 visas; J-1 visa applicants participating in the intern, trainee, teacher, camp counselor, au pair, or summer work travel programs; and any spouses or children of covered applicants applying for H-4, L-2, or J-2 visas. U.S. citizens, lawful permanent residents, and aliens who are or were inside the United States or those holding valid nonimmigrant or immigrant visas on the effective date are not subject to the Proclamation.

If you are a citizen of a Visa Waiver Program partner but unable to travel to the United States under that program, you should apply for a nonimmigrant visa at least three months in advance of your desired travel. If you do not have imminent travel plans, you should pay the nonimmigrant visa application fee, fill out the DS-160 nonimmigrant visa application form at ceac.state.gov/genniv/, and schedule a visa appointment. If your travel is imminent, you may request an expedited visa appointment. Please include in your request the date and purpose of your travel, as well as a copy of any U.S. Customs and Border Protection message you may have received regarding your ESTA status. More information about restrictions to travel under the Visa Waiver Program, including the requirement for an electronic passport, is available here.

Announcement regarding DS-160 form

If you would like to schedule an appointment for a new visa application and if you have already applied for a visa in the past, please fill in a new DS-160 form (DS-160 form can be found here) and update your profile with the new DS-160 confirmation number, before scheduling the appointment.

Information for non-resident visa applicants

If you are not a resident of the Republic of Moldova you must schedule an appointment during one of the slots reserved for non-residents. Please note that the wait time for non-residents is considerably longer. There are currently no appointments available in the next several months for non-residents. Please check back on the website periodically, as appointment slots are released no more than a month in advance.

Interview Guidelines

Submitting documents to the U.S. Embassy

The documents listed in the Pre-Interview Checklist, must be submitted to the Consular Section at 103 A. Mateevici Street on the day of your interview appointment.

If the embassy requests additional information or documentation, you must submit those documents at a TNT Express office. This web page explains how to submit your documents for delivery to the embassy.

Rescheduling or cancelling your interview

Security screening procedures

All visitors to the U.S. Embassy must follow certain security procedures. Any visitor who declines to be screened by U.S. Embassy security personnel will be unable to enter the embassy. To avoid delaying your entry and that of those in line behind you, please bring only what is required for your interview. We strongly recommend that you do not bring large bags, I-pads, PCs, or other electronic devices.

Accompanying persons

Attorneys are not permitted to accompany clients into the waiting room or to their interview. Only the following persons may accompany a visa applicant to their interview:

Interpreter: Applicants may bring ONE interpreter if they do not speak English, Romanian, or Russian well enough to participate in an interview.
Special Needs Visitors: Applicants may bring ONE person to help if they are elderly, disabled, or a minor child.

Immigrant visa fees

If you have not paid all required fees to either the National Visa Center or via the appointment website, please be prepared to pay these fees on the day of your interview. All fees may be paid in U.S. dollars or local currency. We accept cash and credit cards only. Please note that if you are found ineligible to receive a visa, the application fee cannot be refunded. Do not make travel plans outside of Moldova

If your visa is approved, we will keep your passport at the embassy while we prepare your immigration packet and print a visa for your passport. We will return your passport to you via courier services only. If you have to travel within Moldova while your passport is still with us, please make sure you have a valid picture ID other than your passport.

Medical Exam Instructions

All immigrant visa applicants, regardless of age, require a medical examination prior to the issuance of a visa. Only a physician accredited by the U.S. Embassy can perform this exam. It is your responsibility to schedule a medical exam with the clinic listed below before your visa interview appointment at the U.S. Embassy. Medical examination results from other physicians will not be accepted.

Items to bring to your medical examination

Bring the following items to your medical exam:

Your passport or local Identification Document (ID)
A copy of your immunization records

You must pay all medical examination fees, including x-ray and blood test fees, directly to the examining physician. The medical examination fee is a separate fee and is not included in the Immigrant Visa Fee.

During the medical exam

The medical examination will include a medical history review, physical examination, and chest X-ray, gonorrhea test, and blood tests (for applicants 15 years of age or older). The United States also requires tuberculosis (TB) testing for all applicants two years of age and older. Please be prepared to discuss your medical history, medications you are taking, and current treatments you are undergoing. U.S. immigration law requires immigrant visa applicants to obtain certain vaccinations prior to the issuance of a visa. Current immigrant visa vaccination requirements are available here. You can also read Frequently Asked Questions about our medical examination requirements online.

After the medical exam

When your examination is completed, the doctor will provide you with exam results in a sealed envelope OR for cases processed under Modernized Immigrant Visa (MIV) process - electronically. If you received an envelope - DO NOT OPEN IT. Instead, bring it to the Consular Section, according to the provided instructions.

Any x-rays taken will be given to you. You DO NOT need to bring the x-rays (or the CDs with the examination results) to your visa interview unless you suffer from tuberculosis (TB). However, you must carry the x-rays with you when you travel to the United States for the first time. The medical report must be less than six months old when you enter the United States as an immigrant.

Diversity Visa Applicants – Additional Information

If you are interviewing for a Diversity Visa (DV), all of the above instructions apply to you. Please schedule and attend a medical examination prior to your visa interview; enroll in the required courier service (see Step 1); and gather the required documents.

Below are additional instructions that apply only to DV applicants.

Bring to your interview

In addition to the documents listed on the Pre-Interview Checklist in this package, DV applicants should also bring the following items to the embassy prior to the visa interview:

Appointment information printed from the “Entrant Status Check” on the E-DV website.
Documents showing that you have either a qualifying high school education OR two (2) years of qualifying work experience in the five (5) years immediately prior to application (for the principal applicant only; more information is available online).
Payment in cash of the $330 Diversity Visa Application Fee for each visa applicant.

Review your DV Lottery entry

Prior to your visa interview, we recommend that you review the data on your initial E-DV entry. On your initial E-DV application, you must have correctly entered your marital status. If you are legally married you must have listed your spouse, even if you are currently separated from him/her (unless your spouse is a U.S. citizen or Lawful Permanent Resident).

Additionally, you must have listed ALL of your living children who are unmarried and under 21 years old. This includes your natural children, your spouse’s children, or children you have formally adopted in accordance with the laws of your country.

Вы можете записаться на собеседование.

С левой стороны, нажмите Запись на собеседование.

Это позволит начать процесс записи на собеседование. Для того чтобы записаться на собеседование, Вам понадобится:

Номер Вашего паспорта;
Номер Вашей квитанции, которую Вы получили в банке Moldova Agroindbank. (Нажмите сюда если вам нужна помощь в поиске данного номера);
Десятизначный номер штрихкода страницы подтверждения визовой анкеты заявителя, DS-160.

Во время процесса записи на собеседование, Вы сможете выбрать тип визы, ввести Ваши персональные данные, добавить члена семьи, подтвердить оплату консульского сбора и записаться на собеседование.

Если вы не являетесь гражданином или резидентом Республики Молдова, вы должны зделать запись на собеседование из мест предназначены для нерезидентов. Время ожидания для нерезидентов значительно долгое. В течение следующих нескольких месяцев нет свободных мест для нерезидентов. Step 2: Get a medical exam in Moldova

For all visa applicants except K visas, as soon as you receive your interview appointment you must schedule a medical exam in Moldova. Click the “Medical Exam Instructions” link below for a list of designated doctors’ offices in Moldova. Please schedule and attend a medical exam with one of these doctors before your interview.

If you are applying for a K1 visa, you must schedule your medical exam before you can schedule your visa interview appointment. The consular section will send you instructions by email after we receive your approved K1 petition at the embassy.

Step 3: Bring your documents to the embassy on the interview day

It is important that you bring all required documents (and simple photocopies – for DV applicants only) to the Consular Section on your interview day. (For IVs, please submit the originals of the same documents that have been scanned into the CEAC.) You can find instructions at the link below. Процедура записи на собеседование на визу США в Молдове

Шаг 2. Отсутствует

Шаг 5. Еще раз проверьте ваши данные.
Если вы когда-то уже получали визу США, то тот номер Ds-160 не годится.
Вы ведь не забыли заполнить новую DS-160 и вписать ее здесь?

Шаг 6. Добавьте членов семьи если необходимо.

Для них тоже понадобится их собственный номер DS-160. Запись на интервью в консульство может быть одна на всех, но анкета у каждого своя.

Шаги 7.x. Адрес доставки паспорта.
Паспорт может быть доставлен только в один из нескольких пунктов доставки.

После оплаты вы получите чек, в котором будет номер платежа.

Этот номер нужно ввести на странице ниже. Там же, кстати, можно увидеть ближайшую свободную дату интервью. К сожалению, после ввода платежа эта дата может оказаться другой.

После ввода валидного номера платежа вы попадете на календарь в котором будут показаны даты возможного собеседования.
После выбора даты и времени, вы получите подтверждение о записи на собеседование.
Не забудьте его распечатать и взять с собой в консульство.

Открою тему в 2017 году консульство в Молдове открыло возможность русским гражданам проходить собеседование на американские визы. Даже наняли переводчика. По умолчанию собеседования проходят на румынском и английском языках. Но русский переводчик есть там
Оплата сбора только наличными в Moldova Agroindbank в леях. Я пока только заполнила анкету, скоро оплачу сбор. Так что пока информации о датах собеседования не имею.

Добрый день, летала в Кишинев на получение визы в США в январе 2018г. Русский переводчик действительно есть, но в её адекватности есть определенные сомнения, так же совсем не понятно что и с каким контекстом она переводит. Из России в этот день было только с утра человек 10 и всем отказали, в том числе и мне. За время моего нахождения в визовом центре разрешение на получение визы дали только 1 семье из Кишинева, остальным отказали. Делайте выводы, стоит ли ехать на оформление сами. Там познакомилась со многими людьми. Один парень уже повторно подавал на визу, и просил поменять консула, но ему снова отказали без каких либо видимых на то причин. Еще момент - в самом визовом центре женщина, которая снимает отпечатки пальцев и записывает в очередь на собеседование по визе очень приветливая, она местная. Чего нельзя сказать про русского переводчика и самого консула. Я туда точно больше не поеду. Надеюсь, что у вас если уже оплатили все пройдет хорошо.

Татьяна, а расскажите пожалуйста, если можно поподробнее: на какую визу и с каким бэкграундом вы подавали? И как потом, куда ехали, где получали?
И семья которой одобрили из кишинева, они русские или молдоване?

Приезжал на собеседование 26 февраля. На улице мерзли более 30 человек. Я заходил одним из последних. Наблюдал за выходящими из посольства. Отказали в тот день почти всем, кто пришел, исключение составили 2 семейные пары с детьми и один молодой человек.
Я подавал на визу второй раз. В моей анкете конечно было не все идеально, но решение об отказе было принято еще до самого собеседования и вот почему я так считаю:

К концу очереди люди "пошли" быстрее. Прямо передо мной, когда я уже находился в зале после сдачи отпечатков и подачи анкеты отказали мужчине и девушке. При чем они находились в кабинке на собеседовании не более минуты и оба вышли с "бумажками". Бумага известная тем кому ее хоть раз выдавали, все стандартно "вы не смогли доказать. "

Собеседование проводят на Румынском, Русском или Английском языках. Переводчик девушка путается с переводом. Консул женщина (брюнетка) задала 3 формальных вопроса мне. По английски я понимаю, но собеседование попросил провести на русском. Вопросы были такими:
- где вы подавали на визу в первый раз? Подавал я в Риге.
- что изменилось с тех пор, когда вы подавали на визу первый раз?
- вы приехали из Москвы? (Прилетел я действительно транзитом из Москвы) и после ответа на этот вопрос без раздумий и пауз мне вручается известная "бумага".

Следующий за мной человек также получил отказ.
Да, я понимаю, что лично моя анкета не была идеальна с точки зрения обычного туриста. При этом собеседование чистая формальность, зачем оно в принципе нужно - не ясно (у американцев свое видение на это).
Что явно заметил, так это отношение "приторно-фальшивое". Думаю понятно и вы это чувствуете, когда оно присутствует. Политический момент точно есть, они никогда не признаются в этом, но это так!

А так посольство в Кишиневе хороший "бизнес" наладили. Люди оплачивают минимум 170$ сбора за машинописную обработку визы (наклеечку со штрихкодом распечатывают). Им назначают собеседование

30 человек в день + Очередь всегда есть и записана наперед на месяц. Если отказывают в визе, а по статистике за 26 февраля в 80-83% случаев это именно так, то в месяц прибыль посольства составит 170$ x 30 x 22 (рабочие дни) = 112200$
Вполне себе хороший доход, хватит на самообеспечение всех сотрудников посольства и еще на бонусы останется.
А с учетом отношения к людям и подавно.

Держать больше 30 человек на холоде, назначая всем одно и то же время к 9:00, в том числе с детьми это определенный показатель отношения. И плюс заранее распечатанная стопка отказов у консула лежит рядом.

В Риге у меня полноценное собеседование было с вопросами, предоставлением документов. В Кишиневе все формально - приехал убедился, что потратил время и деньги впустую и уехал.
Считаю это криминальным обменом, не потому что отказали мне. Отказали большинству людей, которые пришли к посольству в тот день.

Если есть вариант не ездите в Кишинев, не поощряйте такой подход и отношение. В текущем году отказы в этом посольстве участились. Моему местному знакомому эта женщина консул отказала дважды.

Step 1: Register your appointment online

If you received your interview appointment from the National Visa Center (NVC) or Kentucky Consular Center (KCC), you need to create a profile online. This gives us the information we need to return your passport after your interview. Registration is free – click the “Register” link below.

If you are applying for a K1 visa, you must schedule your own interview appointment using our online service. You must first create a profile and must wait 24 hours after payment. If you wish to cancel or reschedule your K1 appointment, please keep in mind that K1 petitions are valid for only four (4) months.

After Your Visa Interview

A consular officer can make a decision on a visa application only after reviewing the formal application and interviewing the applicant. There is no guarantee that you will receive a visa. Do not sell your house, car or property, resign from your job, or make non-refundable flight or other travel arrangements until you have received your immigrant visa.

If more information is needed

Sometimes a consular officer is unable to make a decision on a visa application because he/she needs to review additional documents or the case requires further administrative processing. When additional documents are requested, the consular officer will give you a refusal letter that asks you to submit additional documents. The letter will include instructions on how to send those documents to the embassy or how they should be scanned into the applicant’s CEAC. Administrative processing takes additional time after the interview. Most administrative processing is resolved within 60 days. However, the timing varies based on the circumstances of each case. Before inquiring about the status of administrative processing, please wait at least 60 days after your interview.

What happens after visa approval

Passport, Visa, and Sealed Immigrant Packet – We will place your immigrant visa on a page in your passport. Please review your visa to make sure there are no spelling errors. We will also give you a sealed envelope containing documents that you must give to U.S. immigration authorities when you arrive in the United States for the first time. Do not open this envelope. You must carry it with you. Do not put it in your checked luggage. If you receive X-rays during your medical examination, carry those with you and give them to the U.S. immigration authorities. Applicants processed under MIV will not be receiving a travel packet. This means that you will be able to travel and enter the US with your passport and visa only. A travel packet will not be handed to the MIV applicants. All relevant documents will be available to the Immigration Officer electronically.

USCIS Immigrant Fee – All individuals who are issued immigrant visas overseas must pay an Immigrant Fee to U.S. Citizenship and Immigration Services (USCIS) prior to traveling to the United States. This fee is for processing your residency status and printing your Permanent Resident Card. It is in addition to the Immigrant Visa Fee you paid before your interview. The only people exempt from paying this fee are children entering the United States under the Hague Process, returning residents, and people traveling on a fiancé(e) (K) visa.

When You Should Travel – You must enter the United States before the expiration date on your visa, which is usually six months from the date of printing. Your visa cannot be extended and all fees are nonrefundable. The principal applicant must enter before or at the same time as other family members with visas. Unless they are eligible for benefits under the Child Status Protection Act, children who are issued a visa before turning 21 years of age must enter the United States before their 21st birthday to avoid losing their immigrant status.

Getting a Green Card – Your Form I-551 Permanent Resident Card, also known as a “green card”, will be automatically mailed to the address in the United States that you write in your visa application form. This is a very important document that proves you have permission to reside in the United States. If you plan to travel outside the U.S. before your green card arrives: Please consult USCIS’s and CBP’s websites for rules about what documents you need to re-enter the country. We also recommend you check with the airline to ensure you are in compliance with their rules. Once your card is issued, you should not stay outside of the United States for more than one year. If you do, you will lose your status as a Lawful Permanent Resident.

Children’s Issues – In the United States, children are required to have certain vaccinations before they can enroll in school. We recommend that you bring your child’s complete vaccination records with you to the United States. If your child is adopted, you have full custody as a result of a divorce, or you share custody with another parent, you should bring a copy of all applicable adoption or custody papers from the authoritative court in your home country. You will need these papers (translated into English) for issues such as school enrollment, medical care, and eventual citizenship.

Pre-Interview checklist

Please use the list below to determine the items that every applicant must bring to the embassy on the interview day. Any documents that are not in English, Romanian, or Russian must be accompanied by a certified English translation:

A copy of your NVC interview letter (does not apply to Diversity Visa, fiancé(e), adoptive, or asylee/refugee applicants).

Unexpired passport valid for six (6) months beyond your intended date of entry to the United States and (for DV applicants only) a simple photocopy of the bio page.

Two (2) color photographs of each person applying for a visa (5 cm x 5 cm). Please review our online photo requirements.

Confirmation page of Form DS-260 Application for an Immigrant Visa you submitted online at ceac.state.gov/iv.

Your original birth certificate and (for DV applicants) a simple photocopy.

Medical examination results in a sealed envelope (if the physician gives you these results).
If you do not receive an envelope, your medical examination result will be transferred to the Consular Section electronically. Please, check with the physician on the type of document issued.

Applicants who fall into any category listed in italics below should bring these additional documents on the intervew day:

For family-based visa applications:

If you are married: Your original marriage certificate and (for DV applicants) a photocopy.

If you were previously married: Your original divorce or spouse’s death certificate, and (for DV applicants) a photocopy.

If you are single, divorced, or widowed: A certificate of civil (marital) status is required (for applicants 18 and older). Please provide the original and (for DV applicants) one photocopy.

If you are older than 16 years of age: The original DETAILED Moldovian police certificate and police certificates from countries of previous residence. If these three items are all true, you must bring a more recent police certificate to the interview:

You are older than 16 years;
You previously obtained a police certificate and submitted it to NVC more than 6 months ago; and
You still live in the country that issued the police certificate.

For employment-based visa applications: Letter from your U.S. employer dated less than one month ago.

If you have ever been convicted of a crime: Court and criminal records (English translation is a must) and (for DV applicants) photocopies.

If you have served in any country’s military: Military records and (for DV applicants) a photocopy.

If you are adopted: Adoption papers or custody documents, English translations, and (for DV applicants) photocopies.

If you are the petitioner’s stepchild: The original marriage certificate of the petitioner and your biological parent, and (for DV applicants) a photocopy along with divorce records for any previous marriages of either parent.
